Rhode Island Infrastructure Bank (RIIB), in partnership with the Rhode Island Department of Environmental Management (DEM) and Rhode Island Housing, oversee the Community Septic System Loan Program (CSSLP). CSSLP is a financing program that provides attractive financing to residential property owners in communities without wastewater treatment facilities for the repair or replacement of failing or substandard septic systems or to replace cesspools with septic systems.
· CSSLP financing is interest-free, with homeowners being responsible for a $300 loan origination fee and a 1% annual servicing fee on the outstanding loan balance
· Loans may be repaid over ten years and maximum loan amounts vary by community
· Funds may be used to pay for engineering costs in addition to construction work
· Rhode Island Housing is responsible for underwriting and servicing loans made through the program
Individual municipalities must first complete a Wastewater Management Plan approved by the Department of Environmental Management (DEM). In addition, the municipality must be on DEM’s Project Priority List and be issued a Certificate of Approval. The municipality may then apply to RIIB for a loan/line of credit in an amount up to $300,000 at an interest rate of 0% to the municipality and, after receiving RIIB approval, can make loans to residents. Residents of participating municipalities may access applications through their city or town government.
